For many teams, Building Information Modelling gets dismissed as a bureaucratic hurdle, a box-ticking exercise that produces complex 3D models with little practical value. That skepticism usually comes from one specific misconception: that ISO 19650 is a technical standard for 3D modeling.

Compliance requires the "Appointing Party" (the client) to establish a robust governance framework: defining exactly what information is needed, how it should be produced, and when it should be delivered.

The standard doesn't assume every client is a BIM expert. Inexperienced clients are explicitly encouraged to seek help from a lead appointed party or an independent third party to fulfill these information management activities, with clearly defined Information Protocols embedded in every contract.

What is the "Level of Information Need"?

It's the mechanism ISO 19650 uses to prevent both data overload and data starvation, sometimes nicknamed the standard's "Goldilocks Rule": not too much information, not too little, just enough to satisfy a defined need.

  • Too much information is wasted effort: the supply chain burns resources producing data that serves no purpose.
  • Too little information leads to uninformed decisions, significantly increasing project risk.

This balance can never come at the expense of health, safety, or security. The Level of Information Need exists to make sure the right person gets the right data at the right time, to make a safe, informed choice, nothing more, nothing less.

Is your shared drive a Common Data Environment?

Probably not, even if your team calls it one. ISO 19650 mandates a Common Data Environment (CDE), but a standard shared drive or cloud storage folder does not meet that bar. An unmanaged shared drive is a liability, not a CDE.

A compliant CDE is a collaborative and secure environment, the primary defense against the loss, corruption, or disclosure of information. Using the wrong tool for this creates vulnerabilities across three areas:
